Yes thats how a democracy works, we vote for officials we feel will best represent our ideals, in turn these officials get jobs where they get to decisions.

I really don't know, as I don't really think we've every really been bamboozled into committing atrocities. Take the holocaust, did all those Nazi's get the wool pulled over their eyes or did they actually believe in what Hitler was doing.
