1) Kefka (FF6) - The ultimate cowardly evil clown mastermind.
2) Edea (FF8) - A fantastic design, and very creepy dialog that made her a great villain.
3) Ultros (FF6) - Funny. I love him.
4) Reno (FF7) - His style, grace and how he acted like nothing was a big deal.
5) Kuja (FF9) - The villain with the best plan. Props to him.

Sephiroth isn't on the list for obvious reasons.
