The next movie might be worth a look if they use the Riddler. He is one of the best villains in batman.

Nolan is not committed to another sequel, explaining that he does not normally line up projects after completing a film. Gary Oldman is confident Nolan will return, and Bale said he would return if Nolan did. Oldman hinted in the third film Gordon would have to hunt down Batman. He has also mentioned that the villain of the upcoming film may be The Riddler. Nolan explained that as long as he is directing, he is not including Robin in the franchise because Bale is portraying a "young Batman", which meant "Robin's not for a few films". Nolan jokingly listed Frankie Muniz as a potential choice, if the studio forced him to cast. Bale joked "I'll be chaining myself up somewhere and refusing to go to work" if Robin is introduced.
In addition, Nolan considered the Penguin difficult to portray on film, explaining, "There are certain characters that are easier to mesh with the more real take on Batman we're doing. The Penguin would be tricky." Angelina Jolie, Sarah Michelle Gellar and Kate Beckinsale have shown interest in playing Catwoman, while David Tennant has expressed interest in playing the Riddler. Prior to the release of The Dark Knight in 2008, David Goyer ruled out using the Penguin or Catwoman as a villain in a future film, prefering to use antagonists from the comic that had not yet been portrayed on the big screen. On July 23, 2008, Aaron Eckhart said he would return for a sequel to The Dark Knight if asked.

Also I think they should ether kill off the Joker somehow or have Johnny Depp to replace him.
We already talked about that in another thread though. (About killing off the Joker)
There's no need to. It's implied that he is arrested now and will just be in jail during the entire next movie. The Riddler and possibly the Penguin will take over in the next movie with no need to bring the Joker back.
So far Nolan has used each movie to show different qualities of Batman and the supporting characters. I think we got our fill of the Joker and the effect he had on everybody and fans would probably rather see different villains than somebody attempting to do a Heath Ledger impersonation which would probably fail.
I may end up weighing 500lbs but I'll still find a way to pull it off sexily at the nudist colony. ~ysabel

IIRC from reading the other day, The Dark Knight was a Batman comic book series released a while back that the film was then based on (he even beat Superman in them ). The following series apparently focused on Two Face..
who, it's assumed, isn't really dead as he's one of the main Batman villains.
Most of the other comic book villains are too obscure and probably wouldn't translate well. They already played their best card by using the Joker (some would say people are more interested in seeing the Joker than any Batman). So imo it's down to the Riddler or Two Face. Riddler seems more likely and there is indeed a lot of calls for J-Depp.
Either way, can't wait for it!
