Well here is a list of the top 20 Spiderman bad guys.
The 20 Greatest Spider-Man Villains
They've already used the top 4 on that list and #9 doesn't really count.
And Spence, based on that list Kraven wouldn't fit into the timeline of the 4th movie. He comes along around 20 years into the Spiderman plot.
I could see them doing Carnage, but the problem with him is that most people unfamiliar with the series will just think it's another Venom.. which he is for the most part anyway. It would be too similar to the 3rd movie.
I still like the Hobgoblin the best out of everybody on that list. It doesn't make sense to use him in the 4th though as we already discussed.

As a long time reader of Spider-Man, I think that list is pretty poorly written. The movies aren't really going to follow the same plot as the comics that much. As far as Kraven and the time frame, Venom was introduced much later than Kraven and most others on that list in the comics.
I could see a Kraven and Lizard combo working pretty well. Kraven's gimmick was being the stereotypical big game hunter seeking a challenge because hunting animals had gotten boring. If the movie uses Lizard, then Kraven could come along hunting him. That could lead to some good action scenes where Spidey is trying to save/cure the Lizard while both villains are fighting Spidey and each other.
Electro or Mysterio could make for some really neat special effects, too.
It probably is a bit too soon for Hobgoblin to come in, but they could build him up as they have Connors. Hobgoblin's mask was in #3, so it's not unreasonable to believe they've been thinking of using him.

King pin would be awesome, but they definitely shouldn't make another movie until they can get McGuire and Dunst it would ruin the movie to not have McGuire playing Peter Parker.

Yeah I noticed that too....
I think the next film should steer clear of symbiotes and Goblins. I'm not even sure if I'd like to see the Lizard but he just seems like a logical progression. It's pretty hard for me to get as excited about any villain other than Venom so after that disappointment maybe a more realistic villain would be better. I used to be a fan of Morbius but theres no way thats happening. I think Mysterio could be a pretty good villain if done correctly but to be honest I don't really have any idea where they can go from the third. Maybe they'll set it a good few years later or something so he's more of an adult. Call it 'Amazing Spider-man' and it's almost like an alternate film-universe.

If he doesn't they're using him wrong. his whole point is to mind**** spidey. Anything is free game with him. It's especially fun when he mixes reality in too.
But seriously, kingpin is a great villian. I say he should be behind the scenes in a fourth movie, then in the fifth, have spidey realize he was doing the kingpin's bidding the entire fourth movie. :|
However, I'll be disappointed if the kingpin is in a movie, without his wife playing a big part.

I actually kind of hope Tobey McGuire and Kirsten Dunst will return. Has it already been confirmed that they are both out?

That would be like Elija Wood backing out of the third Lord of the Rings to avoid being remembered as a hobbit.
It seems to me that it's good to be known as the actor who played a very popular character in a very popular movie series. Look at Hugh Jackman. He's not stuck as Wolverine. He did very well in the Prestige after playing in the X-Men movies.
I don't think Tobey McGuire is in danger of being type cast anytime soon. I mean, even Jason Alexander (George on Seinfeld for those under a rock) has been in movies after Seinfeld ended and he's been able to do very well with new roles.
