Is this initiative part of the Saudi government's overall plan to increase the number of universities in the nation and thereby hope to eventually cut down on the number of foreign nationals that are working in Saudi Arabia to fill positions for which Saudi citizens are not qualified?

Just wondering. I'd be happy to fill out a survey for a government-based initiative, but not too thrilled if it's a corporate survey. Just don't like helping huge corporations get even bigger unless it's for a good cause.
