From what I know, vintage ratings give wine drinkers an idea of the quality of the grape harvest for a given region and year. A huge heat wave or cold front in, say california, during the grape harvest can have an adverse affect on grape quality and thus wine quality.
I know personally, i have noticed a difference in the taste (as in some are really great and some are not) of the infamous "two buck chuck" wines over a period of time. I assume it has something to do with when and where the grapes were harvest and made into wine.
