That's right, Shelton Benjamin can't play a heel correctly. He's too much of a face and that shows every time he comes out and wrestlers, cut promos or is just standing there. He is a born face, and I just don't see heel in him.
I somewhat I agree with you, the thing is that he's not that good on the microphone, so it's hard for a wrestler that doesn't talk well on the microphone to get a boo from the fans, especially if pull out some crazy stuff in the ring like Shelton does.
For example, you'll never see Hardy become a heel, because he sucks on the microphone and he pulls some crazy stunts in the ring that the fans love.
Thats my theory on the situation.
"How to hit home runs: I swing as hard as I can, and I try to swing right through the ball...The harder you grip the bat, the more you can swing it through the ball, and the farther the ball will go. I swing big, with everything I've got. I hit big or I miss big. I like to live as big as I can." Babe Ruth
When things like this happen, that's when you'd think the WWE would step in to put Shelton in another tag-team. Somebody who is better on the mic rather than in the ring. That way, you get a balance of both worlds.
Yes, I know, he's a great solo mid-carder. I just think he would be better suited in a tag-team for the rest of his career.

But dude, that sucks for him. He's got as much athletic ability as anybody on the roster. Putting him in a tag team just isnt as high profile as it used to be. Its wrestling purgatory.
I think I'd give him a male mouth piece. Someone like for example, Paul Heyman. Brock Lesnar wasnt good on the mic either when he debuted but he had Heyman to talk for him. Maybe something like that will help...James Mitchell was released by TNA. I cannot believe WWE has picked him up yet.

That would be good, too. Since he is a great wrestler (...and I'm not using that term loosely) a manager may be better than a tag-team partner.
